Recently released CIA papers reveal that the CIA planned and prepared for the assassination of Patrice Lumumba and President Sukarno, but did not carry out the assassinations themselves. The papers also admit that a partner service was ordered to execute the assassination of Lumumba. However, the Commission investigating the matter did not find any evidence that the CIA participated in Lumumba's death. Bissell, the CIA Deputy Director of Plans at the time, testified that the plan to assassinate Sukarno was never perfected to the point where it seemed feasible, and the Agency had nothing to do with the death of either Lumumba or Sukarno.
